Will this destroy non-English text?
Only if you choose ASCII mode, which transliterates accented Latin characters and drops the rest. Preserve mode (the default) keeps other scripts — Japanese, Arabic, Cyrillic, and so on — intact instead of deleting them.
Does a clean slug improve search ranking?
It improves readability and consistency for people and systems, but it isn't itself a ranking factor — don't expect a ranking boost from slug formatting alone.
